My pony tail palms were damaged by the frost. 1 has one new growth coming, but the entire top is dead. What do I use to trim off the top?

You'll need a sharp pair of pruners or a sharp tree saw to remove the dead foliage. Or you can simply wait for it to drop off on it's own. This can take several years, though!
