When is the best time of year to move an apple tree?

Winter when it is dormant is the best time to move apple trees. They will suffer less transplant shock at that time. Late fall or early spring are the next best times. Summer is probably the most stressful time of the year to dig and transplant trees so I'd avoid the hot summer months.
