I have all of my vegetables planted in raised beds. Something is eating the lower leaves of all of the zucchini, beans, cucumbers etc. and there is no evidence of slugs. Could it be cut worms and, if so, what can I treat them with?

Could be, but generally they curl around the stems at ground level and eat their way through rather than climb up on the leaves and much them. You might try Dipel or Thuricide (Bt) which targets only caterpillars. Be sure to apply according to label directions.
