After Peony Bushes Are Done Flowering Can You Cut The Greens Back?

You can cut down the flowering stems after the flowers are spent but you'll need to leave the foliage alone until it dies down on its own at the end of the growing season. The leaves are busy manufacturing and transporting energy back to the roots so they will have the reserves to sprout next spring. Just leave the foliage alone until frost kills them back.
