Something is shearing off my hostas about an inch above the ground. But the leaves aren't eaten. This happened several yrs ago w/daisys and it turned out to be voles. Does this sound like my prob now? How can I solve the problem.

It sounds more like rabbits but you never know. Mouse traps can control voles. Bait them with peanut butter. If you think it might be rabbits, you'll have to cage your plants until they move away to greener pastures. You can make cylinders out of chicken wire to place over your hostas to protect them from rabbits. Good luck with your hostas!
