I have a rose bush and a hydrangea that are growing too close together. Which one and when would be safe to move?

I'd move the rose bush - the roots are more confined on a rose bush than on a hydrangea. Wait until it goes into dormancy this fall or winter and move it then. It won't even know it has been moved and won't suffer transplant stress if you move it when it's dormant. Enjoy your garden!
