I believe you are thinking of zoyzia grass, which is a fine textured, wiry grass and makes a relatively tough and low maintenance lawn and can even withstand some pretty heavy traffic. It is most often started by planting plugs or sprigs which will spread out and fill in over time. Unfortunately, it is a warm climate grass and not very well suited to New York; in fact, it goes dormant and turns a dead-looking brown during cold weather. Instead, you might want to consult with your County Extension about grass varieties to try in your local area -- many of the newer turf-type grasses are a far cry from the old bluegrass stand-bys. Their number in Suffolk County is 727-7850.
