Cutting down shrubs of any kind should only occur the moment their flowers are finished and no other time at all. The physocarpus like to be stoled after frost to within 4 inches off the ground. Two of your BC shrubs on the long border by the road. Give them a feed of mushroom at that time as well. When you add manure or composted anything to a plant you only cover the root zone, do not cover the woods or bury them.
