Welcome!

Your plant is Austrocylindropuntia subulata and it has the worst case of mealy bugs ever. Mealy bugs are incredibly hard to get rid of but, your best option is to spray it thoroughly with rubbing alcohol and then give it a warm soapy bath (to get the dead bodies and alcohol off).

You will have to keep at this forever - they never go completely away. Sighing!

In the window or from other plants. If you have other plants, you may want to move them.

@Vlasta,

You cleaned up your plant nicely. Now the soil in that pot is very wet, keep that in mind; it needs to dry out well before the next watering. Also, that plant is not getting enough hours of direct sun, that's why it's starting to lose its shape (google etiolation).

The first photo you shared shows several cacti on that lower shelf which are being shaded by the plants on the top shelf. This may not work well in the space you have or with your decoration style, but for them to be healthy, all of those cacti/succulents should be lined up right up against a sunny window so that they can catch as much direct sunlight as possible. You should rotate them every week or so, as well.
