Plant ID forum→Anyone know what this plant is? Help?

What is this 10 foot tall plant growing in the middle of my butterfly garden? I am stumped. I know it is a perennial and each year it is taking over more and more of my flower bed. It does not flower but by the end of summer it has tiny white tips at the ends (not sure any other way to describe it). Ive tried to root it up but to no avail. It keeps coming back.

Maybe a type of Dog Fennel (Eupatorium capillifolium) which grows to 6 or 7 feet in height.
