Hello,

I believe I have a red torch begonia in my planter and it just bloomed another flower that is white and looks like a rosette. Is this normal?

I think your pot probably contains two different Begonia tubers. The one with many blooms looks like a variety of Bolivian Begonia (Begonia boliviensis) and the other a variety of Hybrid Tuberous Begonia (Begonia x tuberhybrida)

I agree

Begonia boliviensis is one of my favorite begonias ever. They're extremely vigorous, though. The boliviensis begonia may overtake your tuberous begonia if left close together, as tuberous begonias are quite tame.
Maybe we should get a second opinion...

Thank you! Yes, after looking more closely, you are both correct. They are different plants. I appreciate the help!
