Is this a golden mop cyprus? If not what is it? As you can see it is very tall and approaching my 2nd floor

windows. Can it be pruned to keep the height down?

That's a gold variegated Chamaecyparis pisifera clone. There are more than a couple choices, but likely not a golden mop type.
