My wisteria floribundas planted last fall in a tub originally burst into life this spring but the runner it sent out seems to have died at the tip & the plant looks very pale green & unhealthy
Can you suggest possible cause?

The cause is easy in my opinion, it is in a tub!
Wisterias love deep, rich, well draining rich soils where they can grow a few meters each year. I don't think that Wisteria floribundas is a good candidate for pot or tub culture.
