Plumeria forum→White globs

I think I saw some talk on here about this subject but don't remember the thread. Someone called them sugar granules? They are milky globs that grow in the crooks of the leaf branch. I looked at them through a magnifying glass. White, gooey globs would be my best description, but what is the official explanation?
