I don't think that's RRD, but it doesn't look good. If I bought a plant that was looking like that, I'd send the pic back to the seller and ask for a replacement. For what it's worth, it may be herbicide damage, or perhaps some other damage, but I'd still rather start over.

Oh oh, two of my roses from Home Depot look like that. I don't see a problem, but I'm a rose newbie.

My Eden looked similar last year and didn't have good flowers either. I contacted seller and was told to give a deep prune.

I'm thinking of returning them if they don't have any flower.

Christopher is more knowledgeable than I,and also lives in NJ, if I remember correctly, so he should know how to recognize RRD . But that rose looks awful. SoCal, if Home Depot will take them back,I myself would not wait to return them immediately.

It looks like it could be Round-up drift damage.

I've been told they eventually recover, but it can take up to three years.

The dozen or so that were affected last spring in the garden where I volunteer, are looking normal over-all right now as they are beginning to leaf out.

They were definitely pretty sorry looking plants. Good decision.
