This rhubarb was planted last year and it came up looking the same as last year with the yellow on the leaves! Can you tell me what is wrong with it?

Rhubarb likes full sun, a good, rich and well draining soil. Lots of compost, including manure and a ph of 5.5-6.5 or some what acidic.
They like to be watered well and never stay dry for very long.

Young plant.
Unless it does not get large and has other leaf problems, wait a year or two.
