Does anyone know if you can grow roots from a bird of paradise plant cutting?

Sure you can! Propagating bird of paradise cuttings needs to be done in early spring by severing a piece of rhizome with a sharp, clean knife. Use some good rooting hormone on the open cuts. Each division should have a fan with attached roots. Put each cutting in a small, clean pot with high-quality potting soil.
NOT A EXPERT! Just a grow worm! I never met a plant I didn’t love.✌

Welcome! It cannot be propaagted from a leaf stem cutting if that's what yhou have in mind. Doing as Luke suggested is very risky unless you are experienced with root division.
