I put some weeping tile on the side of my backyard near the fence and gravel over it, roughly 1-2 CMs. Is it possible to put dirt over it roughly few inches and plant some plants? If so any suggestions on plants or shrubs. Appreciate the feedback. Thank you.

I think you would have to put some sort of geocloth over the gravel to keep the dirt from washing through the gravel and clogging your drain.

Something shallow rooted like creeping thyme would work.
