I planted arbivities last week. All the rain and high water table the trees and tilting. Also when you shake the trees you can hear water. Question can I dig up trees and add more soil to the hole then put back the trees which will be higher and surround exposure ball with top soil. This would raise the bed and limit the amount of water in the hole. Also when you shake the tree you can hear water movement

I would just leave them alone. The water table will drop.
I do not think you should react to a rare situation. Just let things settle down and return to normal. Pulling the trees out, putting them back in the hole can do more damage.

If the water table is high, is the ground firm enough to facilitate staking? If it is, go ahead.
