Does anyone know what this bush is against the house? I'd like to get rid of it but want to make sure it isn't worth keeping first. Thanks!

It should have already bloomed - before the leaves came out.

When plants are severely sheared/pruned like that one - especially when sheared late in the year on plants that have spring blooms - the flowering parts are often completely removed.
