My Butterfly Bush has suffered cold damage and is slightly limp in some areas, I have not experienced this issue before. Will these new growth stems likely make a comeback or is it too late once wilted for them to return to upright position.

Be patient and let the damage part do what it can first in two or three weeks, and if it don't come back you can cut off the dead parts. It should come back unless the roots had freeze damage.
