I have vincas in my garden and some are flourishing while a few seem to be shriveling up and dying. What is causing this ?

Too much organic matter is locking out the nitrogen or the roots of the plants are drowning. If the mulch is holding too much water in the ground that could be your problem. Dig up the plant and get a look at the roots and look in the hole to see and feel the amount moisture you have down there. If its real wet that's the problem if its real dry, then that could be the problem. I hope that helps .
