I have a cycas palm, there are small white lice on it for about a year. They don't move. I changed the soil. The leaves rarely grow, last time about 6-7 months ago. What should i do?

Take some alcohol and q-tips and wipe them off everytime you see them on the plant. Spend a little time and get every white spot top and bottom of the leaves. If it's warm where you are now, you can take the plant outdoors in bright light, without direct sunlight and the bugs will leave. Be careful not to over-water your Cycas palm because they rot easy in the middle.
