Can you please help me determine what these small black growths are on my plumeria limbs?

You have scale! Keep them knocked off with a jet spray of water and use a rag soaked in neem, soap spray, or dormant oil and keep them wiped down. The oil will soften their bodies and the sun will kill them. In the 'winter use dormant oil and wipe the plant down to expose the soft bodies to Winter coid.
