Hi,
I have this nice ground cover underneath my oak tree.
1- can you please help me identify with the first picture
2- the second picture shows that grass seems to be taking over the ground cover, can anyone help me reverse this?
It used to cover this area and I'm not sure why it is receding.

It looks to me like Vinca minor.
The weed in the 2nd photo looks like St. Augustine grass which is taking over. Luckily it's easy to remove. Dig it out and keep removing it as it tries to regrow. After you've done that, you could buy some more Vinca plants to speed up filling in that area.
