Houseplants forum→dracaena dying? Please help

As you can see leaves are really starting to brown and it's been getting worse the past few months (it's hardly grown in the 7 months I've had it).
I read it could be fluoride in water so I've been using bottled water for about 2 weeks now. Is it too late to save it? Should I be trying anything else?
