Can they be started by the tube root? If so what is the proper way to plant them?

Stem cutting from mandevilla can be taken in the spring or summer. Choose side shoots 2-3 inches long and cut them from the plant. Dip the cut ends in powdered rooting hormone and insert them into sandy peat soil.

The question was about starting from the root, not cuttings.

Gardenfish was correct I was asking about the root. I already read about starting from a cutting.
So my question stays the same will a Mandeville start from it's tube roots?

I don't have much experience with mandevilla, but I don't see why not. This can be done with other plants, like dahlias, for example. With them you can take off one of the legs from the original clump. I know that's not the correct terminology, but you get the general idea.iris rhizomes can die divided, also.
