Not an herb but, they look like California Poppies (Eschscholzia californica). They're even bluish.

I just went out and looked at my Ca. poppies. I wouldn't argue with either guess at this point. If they get orange flowers, they are C.poppies, if they get white clusters of flowers...carrots. You can try pulling one if you want to know for sure. Hilarious!
