Late last summer/early fall we purchased 2 Swamp Milkweed plants. We read all the planting directions and found a nice sunny spot for them. Now they are just twigs. What can we do/what did we do wrong?

Welcome to the site!

I would not give up on them, mine are very slow to start every year.

I agree, don't give up on your Swamp Milkweed (Asclepias incarnata) You will likely see new growth in the coming weeks!
