We want to plant something along the fence so we won't just have a view of the neighbors house. However, there is a pool about 5 feet from the fence, so we need something that won't have large roots and preferably something that won't drop a lot of leaves into the pool.
We live in the Bay Area (California)

@Gina1960 Lady palm seems promising. the areca palm from what I'm reading grows to be 20-30 feet which is a bit bigger than what we're looking for. Thanks oodles!!!!
