What are these white glossy spots on my cactus. Is it some sort of disease? Is it treatable, and should I be worried?

Could be what Stefan says, but mealy bug nymphs and females can also look like that... see if you can easily remove it with a tooth pick.

I tried to remove it, I doubt it's a bug. The outer coat of the "bump" is too firm for a mealybug (that could easily be crushed with a toothpick), and it's filled with white mushy substance.
