Can someone please tell me what type of plant/tree or weed this is? It has little spikes on the branch pieces

I can't see the blooms on your plant clearly but I wonder if it might be Tree Echium (Echium pininana) or some other type of Echium?

Yes that looks very similar. The leaves aren't the healthiest here but still looks similar. Thanks for your help 😊
