I inherited a property that wasn't tended to for years. Grasses grow along fence line that have taken over half the backyard. How to I replace ornamental grass with bluegrass?

You will need to remove the old grass and replace it with new. The best way to do that is with a sod-cutter or a herbicide weed killer. If you use a herbicide you will need to kill the old grass for a whole year. With herbicide you will need to kill and re-grow and re-kill a few times through out the growing season.. After a year you can replant bluegrass.
