It could be a mealybug nest. Use a Q-tip soaked in alcohol to wipe it off.

I was going to plant it with some other succulents. Should I not anymore? Or will it be okay if I just wipe it off?

I can't tell if it is a mealybug egg sac but, if it is, there are more because somebody had to lay the eggs. Get rid of it and watch for more.

It should not interfere with your plans.

It looks like a cochineal scale i get those on my nopales cactus once in awhile best way to treat it is a spray bottle with some soap and water i had a landscaper tell me this and it work like a charm but since i had a bad infestation i still get them once in awhile,good luck hope this works👍
