Please help us identify and treat this stuff on all our bushes and trees!
How do we get rid of it?

You have lichens. In a wet year they puff up like your's have. They do not harm the trees. Attempting to scrape or spray them may harm the bark of your plants, so I would advise against it.

I love lichens. Lovey dubby They don't grow in the desert.
Life is not a journey to the grave with the intention of arriving safely in a pretty and well preserved body, but rather to skid in broadside, thoroughly used up, totally worn out, and proclaiming...."WOW What a Ride!!" -Mark Frost
