I have acquired some natural willow bean sticks and they have started to grow new shoots I have tried cutting them off but they are still growing how can I stop this from happening or is it a lost cause

Are there roots too? Are they in the ground? Pull up slightly and see.
Don't let them make roots, and the shoots will stop, I think they will have to get exhausted.
Plant it and they will come.
