i planted this rose last autumn, ordered it from a verified seller together with a few others, which have grown beautifully... only this one has grown like this, it looks like a terrible thing, the leaves are all deformed - i read about a virus which can do this (witch's broom), but in all the pics I found the new ugly growth was reddish, not green like here. it doesn't look like the wasp issue either...

I too think it looks like herbicide damage.

Herbicide damage. The spray from any Round Up type product can travel a long way on even the slightest breeze. Also many lawn care weed and feed products contain herbicides.
