OK I looked up dwarf Japanese Cedar and it doesn't look like this so

It kind of reminds me of Weeping Podocarpus (Afrocarpus gracilior) except I've never seen one with that growth habit.

Yeah. i second the senecio/curio. Not a pine(cedar) plant.....
Leaves are way too thick, texture is all wrong for a pine, but just right for said plant

I think you all are right that this is a Curio talinoides var mandraliscae
There is a picture I saw on line that looks just like my plant. Hurray!

Another possibility is Succulent Bush Senecio (Kleinia barbertonica)
