Hydrangeas→Limelight Hydrangea Tree/Difficulty in Budding

Hi all - We have two three year old trees in Denver, CO. They have been flowering well since the first season.

Last fall I pruned the large boughs of flowers at tips of branch wood to avoid breakage with the first snowfall.

This spring, there appeared to be a lot of dead wood on the canopy as a whole, so in April I pruned back both trees to live wood. One of the trees has done well, with lots of new leaf growth. The other tree looks like he other had looked before this last month's spring growth. It has small and limited leaf buds that have not grown in size. Additionally, in a few different places there appears to be a darkish black sap that is leaking from some pruned places on the branches.

What might be the issue? How could I help this lovely tree recover? Thank you!
