Is it to humid for lavender to grow in Rockland county New York, if not can I plant it in the summer?

No, I don't think it's too humid. I grow lavenders and it is very humid where I live. Too much water is what kills them. You would want to plant it as soon as possible so it can get established before winter. Make sure that where you plant it has excellent drainage.
