Hello there this is Bob my focus lyrata. Since I bought it last March is showing this white spots that no matter if I dust the leafs they come back. It came with a lot of problems from the nursery though and I was treating it with some neem oil for pest that are already gone but those white spots are still there, could it be fungus? Thank you.

It is not a fungus or a pest. It is some kind of spray residue such as pesticide or overhead fertilizer used in the nursey. It takes a fair amount of elbow grease to remove it with soap and water. It is harmless and can be ignored.
