Hi, we are located in southern california and I am having a bear of a time keeping our boxwood shrubs happy. The leaves lool like they have white spots all over them and almost like a spray paint spatter mottling of white and green.

I took a picture of the bottoms of some of the worst leaves and they have what look like a strip of tiny white dots all along the stem (attached)

I have treated multiple times with neem oil, horticultural oil, insecticidal soap and haven't made much headway.

Any help would be greatly appreciated.

Shoot a photo of the whole plant in the ground to get a better look.
