Is this an Echeveria or Pachyveria?

I've seen this plant listed as an Echeveria Orpet in most places but to me it looks more like a hybrid...maybe an echeveria x pachyphytum.
What do you guys think?

It will be very easy to resolve Echeveria from xPachyveria when the plant flowers, because the latter has large, fat sepals and the former does not.
