I have a pepper plant on my balcony and it has accumulated quite a collection of bugs. Are either of these harmful or should I do something about it? There are the neon green ones (aphids?) and these white bugs. Thank you!

Yes, they are aphids. The white things are the discarded skins of aphids. Yes, they will harm your plant. You can approach dealing with them in two ways. Douse the plant with soapy water - that won't kill them, just wash them down and they will hike back up. You will have to repeat every day probably. If the container is small enough and you can put it on its side in a tub or sink, you can wash them down the drain.

Poison them. I use Insecticidal Soap as it will kill them without killing me. You will have to repeat spraying periodically.

Thanks to you both! I covered the top of the soil around the stem with cling wrap and secured with a rubber band around the pot, then sprayed them all off with water on top of and underneath the leaves...and down the drain! Hope that means there aren't too many left in the soil to climb back up!
