For the second season my pintos are not producing. I fertilized with triple 13 after they sprouted this year, and have lots of vines, runners, and some blooms, but no beans. What is my soil lacking?

Beans take a very long time to start blooming. If you had this problem last year though, it might be that they are over fertilized. Too much fertilizer and you get lush green growth and no flowers....
