I saw some gladiolas growing in a field that's usually bushhogged or sprayed in the summer. Can I dig them up now even if they still are blooming?

If your property, then make sure you take PLENTY of dirt, go deep if you do not know how deep the bulb is. Even if it has problems after transplanting, next yr should be ok.
