Looks like a Cordyline fruticosa, there some miny type like 'Cameroon', but there are other varieties. @ScotTi grows many...., maybe he can help with the varietal name

Yeah, when I looked it up, it looks like it but unsure the exact variety. Do you know if the leaf will grow on the bald stem at the bottom or it will stay bald that way?

Nope. It may branch, but neither dracaena nor cordyline are plants that branch at the base...

Yes as Stefan stated, it will grow leaves only at the top, that is exactly how some people love their shape, little bit like small palm tree, but some people prefer full appearance, in that case it will need occasional top cutting, they will branch out when cut, and the top cutting can also be grown in the same pot for a quicker full appearances
