I believe that this photo belongs to Oleander (Nerium oleander 'Hardy White') in the database. Mika, a photo of the entire plant (not from far away) would confirm that.
Thanks, Kim. The pic is of a plant in our garden in France and we're currently in lockdown in England. I'll be sure to take a photo on our next trip - but right now there's a two week quarantine that would make a visit impossible.
