It is very difficult to give seedlings too much light unless they are overheating, which should not be a problem with a fluorescent.

Put them as close as is practical and leave them on 24 hours a day.

As of right now there is no light that can mimic the sun, so unless they're shade lovers you can hardly over light them. Overheating is another issue indeed, not an issue with LED's though.

PAR (photosynthetic active radiation) however diminishes with distance, so the closer the better (keeping overheating in mind)

I have forgotten to adjust the lights and had plants literally wrap themselves around my fluorescent tubes without damage (well, other than from being yanked back out) there is truly no such thing as too close. Hilarious!

Don't leaves the lights on 24/7. Plants need a nighttime to finish photosynthesis. 14 hrs a day is more than enough.

I have T-5's. I just put my hand 1/4 inch from the light bulb - its warm but not hot. The bulb is hot though.
