Today I noticed a lot of these worms. Are they bad? What should I do about them?

I don't think they are actual worms, they look more like some kind of pupae case for a beetle. Hope someone can tell you which one. Crossing Fingers!

I just want to know if:
a) I have to kill them (and how) Or
b) If they are harmless and I can ignore them.
